Abstract

This study aims: 1) To determine the factors causing the lack of Optimization of the Implementation of Regional Regulation (Perda) Number 18 of 2014 Concerning Dress Ethics in Public Spaces. 2) To determine the efforts made by the government in Optimizing the implementation of the Regional Regulation (Perda). This study was conducted in Kendari City, this location was chosen with the consideration that in that location there are still some people who do not understand and do not comply with the rules that have been set by the Kendari City regional government with Regional Regulation (Perda) Number 18 of 2014 Concerning Dress Ethics in Public Spaces which does not allow its people to wear transparent clothing or show their genitals. The data analysis technique used in this study is qualitative analysis. Qualitative analysis is to examine and review data, even laws and all types of information in the form of logical descriptions to answer the problems in this study and then draw conclusions in the form of data populations. The results of this study indicate that: 1) Regional Regulation (Perda) Number 18 of 2014 concerning Dress Ethics, I clearly state that currently in government agencies it is very orderly but the problem is the lack of attention from the regional government regarding dressing in public places, especially the people of Kendari City, it is very concerning because so many teenagers and even parents do not care about Regional Regulation (Perda) Number 18 of 2014 concerning Dress Ethics in Public Spaces, even though this Perda applies without exception, especially for all people of Kendari City. 2) The efforts related to the Perda are to increase the assertiveness of the regional government in implementing its realization because the community considers the Perda trivial because the legal process for those who violate it is only subject to sanctions of warnings and fines which are not a deterrent effect, where the culture of Southeast Sulawesi customs which are known to be Civilized and referred to as the City of Devotion seem to have disappeared in time.
