Abstract

Research Aims (1). To find out the factors that cause drug abuse in Kendari City (2). To find out the efforts made against drug abuse in Kendari City. Research This research is located This thesis research uses empirical and normative legal research. Empirical legal research is intended to conduct research on the role played in eradicating drug abuse. Normative legal research, namely by researching legal principles by examining regulations, legal norms related to Research Results Research (1) Internal Factors of the Perpetrator There are several types of psychological causes that can push someone into drug crimes, internal causes, namely: a. Feelings of selfishness, b. The desire to be free, c. Mental turmoil, d. Curiosity. (2) External Factors of the Perpetrator. Factors outside the perpetrator of drug abuse, among which the most prominent in drug cases, namely: a. Economic conditions, b. Socializing/environment, c. Family environment, d. Community environment, e. School/work environment, f. Convenience g. Lack of supervision, h. Legal factors. (3). Efforts made in overcoming drug abuse. Al: 1. Pre-emptive efforts (guidance) Pre-emptive efforts here are initial efforts made by the police to prevent criminal acts. 2. Preventive efforts (prevention) Preventive efforts are a follow-up to pre-emptive efforts that still have a level of prevention before the crime occurs. 3. Repressive efforts are programs aimed at prosecuting producers, dealers, distributors and users of narcotics legally.
