Abstract

This study aims to determine the factors that cause anarchic demonstrations in the jurisdiction of the Southeast Sulawesi Regional Police, as well as to determine the role of the police intelligence unit in handling demonstrations in the jurisdiction of the Southeast Sulawesi Regional Police. This study took the research location at the Kendari City Police office, which of course is related to the data sources collected in the form of primary data and secondary data. Data collection was carried out using interview techniques and secondary analysis. From the results of the study, it was concluded that there were at least 9 (nine) causes of anarchic demonstrations in the jurisdiction of the Southeast Sulawesi Regional Police, including: Distrust of the community, students and other groups towards the law, Provocation, The existence of organized groups that have interests, Deviant ways of thinking of demonstrators, Psychological factors, Lack of security factors, Lack of coordination between demonstrators and state officials, Low control of the masses by security forces and the unfulfilled desires of the masses or demonstrators. The steps taken by Intelkam are starting from analyzing the characteristics of the mass of demonstrators by the Police from the Intelkam function. Here we will study the profile of the demonstrators, the psychology of the demonstrators, the characteristics of the masses and the issues raised. The purpose of studying the characteristics of protesters is to find out how likely riots are to occur during demonstrations and what steps will be taken, to then prepare Dalmas personnel and equipment.
