TINJAUAN KRIMINOLOGIS TERHADAP ANAK PENGEMIS (Studi Kasus Di Kota Kendari)
Abstract
This study aims to determine and analyze the factors that cause the emergence of crimes of exploiting children as beggars in Kendari City, as well as to determine and analyze the efforts made in overcoming the crime of exploiting children as street beggars in Kendari City, which of course is related to the data sources collected in the form of primary data and secondary data. Data collection was carried out using interview techniques and also secondary analysis. From the results of the study, it was concluded that the factors causing the crime of exploiting children as street beggars in Kendari City were the factor of wanting to help parents (economic), family and environmental motivating factors, low education factors, in this case the factor of lack of government and community concern such as protection and fulfillment of the rights of the child. Efforts that can be used to overcome or overcome the crime of exploiting children as street beggars in Kendari City are Pre-Emtive Efforts in the form of instilling religious values or norms from an early age, Preventive Efforts in the form of direct supervision or patrols and Repressive Efforts in the form of handling at the Police Station according to the procedure for handling criminal acts and settlement by means of mediation or negotiation by child protection agencies.
