Abstract

This research was conducted at the Makassar Police Headquarters by conducting direct interviews with the police who have the task of maintaining public security and order and conducting interviews with several groups of students. In this case, students are considered as intellectual actors who have an important role in responding to policies issued by the government. The findings obtained from the research include (1) Factors that caused the destruction of property carried out by anarchist demonstrators in the city of Makassar, including: Disappointment factors, provocation from certain parties, psychological factors of the masses, factors of low ability to control the masses by the police, and factors of weak security carried out by the police. (2) Efforts made by the police to overcome the destruction of property carried out by anarchist demonstrators in the city of Makassar are: Pre-emptive efforts in the form of giving warnings to demonstrators regarding the procedures for demonstrating properly and prior notification to agencies that will be targeted for demonstrations, Preventive efforts in the form of preventive measures, the procedures for carrying them out of which have been regulated in the standard operating procedure of the Republic of Indonesia National Police No: protap/1/x/2010 concerning handling anarchy and repressive efforts in the form of final actions taken by the police when demonstrations are no longer under control, regarding the method of taking repressive measures, these have also been regulated in the standard operating procedure of the Republic of Indonesia National Police No: protap/1/x/2010 concerning handling anarchy.
