Abstract
The concept of Smart City has become a transformational development strategy capable of addressing the increasingly complex challenges of global modernism. As an instrument of sustainable development, Smart City offers comprehensive solutions in urban planning. The efficiency of a Smart City requires smart acceleration solutions by measuring urban ecosystems and focusing on key dimensions such as smart economy, smart mobility, smart environment, smart people, smart living, and smart governance. Central Maluku Regency, with its regional potential, has a great opportunity to implement Smart City innovations in its development. This study uses bibliometric analysis to explore global literature related to Smart City innovation and its relevance to the development of Central Maluku Regency. The mapping results indicate that cluster 1 focuses on information technology such as IoT and blockchain; cluster 2 addresses supporting and inhibiting factors; cluster 3 investigates the impact of technology on development and public welfare; and cluster 4 discusses concepts, scenarios, and Smart City solutions. Based on the research object of Central Maluku Regency, the required development transformation encompasses three main aspects: 1) Smart city policy, which is a policy made by the local government through legal control covering six potential aspects of Smart City development: smart economy, smart mobility, smart environment, smart people, smart living, and smart governance; 2) Smart city system, which is an implementation system covering work distribution, work components, and performance parameters; and 3) Support for Smart city ecosystem and Construction, which involves ecosystem support crucial for the readiness of all key players and technical support such as tools and materials (Smart City infrastructure).
