<p><em>The Dynamics of Community Participation in the Election of </em><em>Regent and Vice Regent in Konawe Regency." The objective of this study is to examine the dynamics of community participation in the election of the Regent and Vice Regent in Konawe Regency, as well as to identify the factors influencing political participation within the community. This research uses a qualitative descriptive method, with data collection techniques including observation, interviews, and documentation. The data analysis technique employed is the interactive model. Research findings indicate the following: 1. Forms of Political Participation: 1). </em>Voting<em>: Most citizens exercise their voting rights with varying motivations, including political awareness, social influence, and material incentives; 2). </em>Political Discussion<em>: This form of participation is more commonly observed among educated groups and individuals with access to political information; 3). </em>Political Campaigns<em>: Participation is generally driven by personal closeness to candidates or political parties, as well as pragmatic interests such as financial compensation. 2. Factors Influencing Political Participation; 1). </em>Education<em>: Educational attainment significantly affects political awareness and the quality of participation, with educated individuals more likely to engage rationally in politics; 2). </em>Socioeconomic Status<em>: Income and employment influence the extent to which individuals can engage in political processes. Those with stable economic conditions are more likely to participate actively, while lower-income groups are more vulnerable to transactional politics; 3). Political Parties and Campaign Teams: The activeness of political socialization efforts plays a crucial role in encouraging public participation; 4). Candidate Figures: The personal image and character of candidates are major factors influencing public political engagement; 5). <p><strong><em>“</em></strong>The Role of Parisadha Hindu Dharma Indonesia (PHDI) in Supporting Government Policies in Konawe Selatan”. Indonesia, as a multicultural nation, faces significant challenges in maintaining religious harmony. Religious organizations hold a strategic role in this context, including Parisadha Hindu Dharma Indonesia (PHDI) as the highest Hindu institution. This study aims to analyze the role of PHDI in supporting government policies in religious and social affairs in Konawe Selatan Regency and to identify both supporting and inhibiting factors. Using a qualitative approach with descriptive analysis, the research is grounded in Role Theory (Wibowo, 2019), Social Participation Theory (Putnam, 2000), and Religious Organization Theory (Stark & Finke, 2000). The findings indicate that PHDI contributes through religious guidance, social engagement, mediation, advocacy, cultural preservation, education, and government partnership. Challenges include limited public understanding, negative stigma, economic constraints, and insufficient local government support. Strengthening PHDI’s role remains possible through empowerment programs, social capital, and interfaith collaboration. <p><strong><em>Paper entitled</em></strong><em> “The Supervisory Function of the Regional House of Representatives (DPRD) on the Implementation of the Regional Revenue and Expenditure Budget (APBD) in East Kolaka Regency” </em><em>The objective of this study is to examine the supervisory function of the Regional House of Representatives (DPRD) on the implementation of the Regional Revenue and Expenditure Budget (APBD) in East Kolaka Regency. The results of the study show that the supervisory function of the DPRD in monitoring the planning of the APBD in East Kolaka Regency has been carried out effectively. However, the synchronization between recess activities and the programs and activities of the Regional Government still needs to be optimized. In terms of supervising the realization of the APBD, the DPRD has also performed its role well, although supervision over the completion of end-of-year activities within the APBD still requires further improvement each year. Furthermore, the DPRD’s supervisory function in evaluating APBD accountability has been implemented properly, but stronger coordination is needed to address problems that arise during the implementation of the APBD. This study recommends improving the capacity of DPRD members in supervising the APBD through training and similar activities. <p><em>This study examines the implementation of the Government Internal Control System (SPIP) within the Regional Government of North Buton Regency. The findings show that the control environment element, which serves as the foundation of internal control, has generally been implemented well. This is reflected in the enforcement of integrity and ethical values, commitment to competence, supportive leadership, an appropriate organizational structure, clear delegation of authority and responsibility, human resource development policies, and the role of the government internal supervisory apparatus. However, improvements are still needed, particularly in optimizing the delegation of authority and strengthening human resource capacity. The implementation of the information and communication element of SPIP has also been effective. Nevertheless, cross-sector information delivery remains suboptimal due to disparities in human resource capabilities in utilizing information technology. In addition, the monitoring element of internal control has been implemented adequately, although stronger integration among Regional Apparatus Organizations is required, especially in the follow-up and completion of audit recommendations. The study recommends enhancing human resource capacity through SPIP and risk management training, strengthening the role of the Inspectorate as an active supervisor, digitalizing control systems to improve efficiency and accountability, fostering a culture of integrity and accountability among civil servants, and improving cross-agency coordination through regular communication and evaluation forums</em></p>Satriawan SatriawanLa Ode BariunAswad Aswad

<p><em>This paper with the thesis title “Women’s Empowerment in Household Waste Management in Wua-Wua District, Kendari City.” The purpose of this study is to identify and analyze women’s empowerment in household waste management in Wua-Wua District, as well as to examine and analyze the impact of women’s empowerment on creating a clean and healthy environment in Wua-Wua District, Kendari City. The results of the study show that overall, women’s empowerment in household waste management in Wua-Wua District, Kendari City, has achieved a significant level of success. This process has not only enhanced women’s knowledge and technical skills but has also fostered critical awareness, strengthened social solidarity, and promoted both economic and social independence. Consequently, this empowerment contributes to the creation of a more capable, equitable, and sustainable community while reinforcing women’s strategic role as agents of change in environmental development. <p><em>Tulisan ini berjudul “ Desentralisasi Di Era Disrupsi: Tantangan dan Peluang Pembangunan Daerah Berkelanjutan”. Makalah ini bertujuan untuk menganalisis secara mendalam tantangan dan peluang desentralisasi di era disrupsi dengan menyoroti aspek kelembagaan, kapasitas daerah, dan orientasi pembangunan berkelanjutan. Analisis dilakukan guna merumuskan rekomendasi kebijakan strategis agar desentralisasi berfungsi sebagai instrumen efektif dalam memperkuat tata kelola daerah yang inklusif dan adaptif terhadap perubahan global.
