TINJAUAN KRIMINOLOGIS TERHADAP TINDAK PIDANA KORUPSI DALAM BENTUK GRATIFIKASI (Suatu Studi di Polda Sultra)

Abstract

This type of research is doctrinal and empirical which discusses the problem of Corruption in the form of gratification in terms of criminology, where data collection was carried out at the Southeast Sulawesi Regional Police, there was data on Corruption in the form of gratification. Corruption is increasingly easy to find in various areas of life. First, because of the weakening of social values, personal interests become more important than public interests, and individual ownership of objects becomes a personal ethic that underlies the social behavior of most people. Second, because there is no transparency and accountability. Recently, the most rampant corruption cases and many in the spotlight are about gratification and bribery. Many media have reported on officials both at the central and regional levels and law enforcement officers involved in gratification and bribery cases, and these two things will be the focus of discussion in this thesis. The results of the study show that there are still acts/Tendencies of people in Kendari City to give something as a form of respect that is indeed deeply rooted in Indonesian culture. However, the problem is that gratification/bribery in Indonesia already has such deep cultural roots. One of the vocabulary words for “bribe” in Indonesian is tribute. (Surachmin, 2011:108) The tribute comes from the word utpatti in Sanskrit which more or less means proof of loyalty. According to history, tribute is a form of offering from dukes or small kings to the conquering king.
