Abstract

The objectives of the study were: 1). To determine the legal protection for children in the Kendari Special Child Development Institution 2). To determine the obstacles faced in the implementation of legal protection for child prisoners. This study was conducted at the Kendari City Special Child Development Institution (LPKA), using the empirical normative research type. The data collection methods used were document studies, field surveys and interviews using qualitative descriptive analysis. Based on the results of the study, it can be seen: 1. Legal protection for children to convey complaints at the Kendari City Special Child Development Institution has been implemented but is not optimal, this is because the Correctional Students (Criminal Children) do not convey complaints to the Correctional Guardian, this is because the child is afraid of the Correctional Guardian. 2. The obstacles faced in the implementation of legal protection for child prisoners to convey complaints at the Special Child Development Institution are influenced by 2 (two) aspects, namely the internal aspect, namely Correctional Students (Criminal Children) at the Special Child Development Institution often cannot convey their complaints to their Correctional Guardian in full. This is due to the limited number of Correctional Officers (Correctional Guardians) who have a background in Psychology. External Aspects, in Special Juvenile Correctional Institutions, it is often found that complaints submitted by Correctional Students (Criminal Children) to their Correctional Guardians are not necessarily true. Correctional Students (Criminal Children) often deceive their guardians by submitting complaints that are not in accordance with the real conditions that exist in them to their Correctional Guardians. Usually Correctional Students submit complaints to their guardians to be placed in a place that they feel comfortable and to avoid them from the routine of guidance in the Special Juvenile Correctional Institution (Criminal Children) are afraid to submit complaints to their Correctional Guardians because they get threats from other Correctional Students.
