PERANAN BHABHINKAMTIBMAS KEPOLISIAN DALAM PENINGKATAN PELAYANAN PADA MASYARAKAT (Suatu Studi di Polsek Palangga Kab. Konawe Selatan)

Abstract

The purpose of this research is (1) to find out the process of handling minor crimes carried out by the Police Bhabhinkamtibmas, so that from this process it can be known to what extent the role of the Bhabhinkamtibmas in handling minor crimes. (2) to find out what obstacles are faced by the Police Bhabhinkamtibmas in handling minor crimes. The location of this research was carried out at the Palangga Police, South Konawe Regency, especially at the Palangga Police Binmas Unit. The researcher chose this location because the general crime rate conditions under the auspices of the Palangga Police include criminal acts and criminality. Research Results 1) Based on the research results above which have been stated in this thesis, it can be concluded that the task of a Police Bhabhinkamtibmas is a very noble task because his authority is very broad based on the existing Police Chief Regulation, especially in handling minor crimes and non-criminal/social problems. In handling minor crimes, the Police Bhabhinkamtibmas plays a role as a mediator and facilitator in every problem that exists in his area of responsibility. With the many minor problems/crimes resolved by Bhabhinkamtibmas, the state budget for investigation costs in the research function can save billions of rupiah of state money, this was conveyed by the Head of the Security Maintenance Agency (Kabaharkam Polri) in an oral speech delivered at every direction to Polri officials throughout Indonesia. 2) In the implementation of problem solving activities, there are several obstacles faced by Bhabhinkamtibmas, including: the influence of the problematic party or third party during the mediation process, the community does not understand the applicable laws or regulations, and Bhabhinkamtibmas themselves still do not understand the techniques of the problem solving process, especially administrative problems.
