UPAYA KEPOLISIAN DALAM MENCEGAH DAN MENANGGULANGI DEMONSTRAN YANG BERTINDAK ANARKIS (Suatu Studi di Kota Kendari)

Abstract

This study aims: To determine the factors causing anarchic demonstrations in Kendari City and to determine the efforts made by the police in overcoming anarchic demonstrators in Kendari City and to determine the obstacles faced by the police in overcoming anarchic demonstrators in Kendari City. This study was conducted in Kendari City from September to November 2016. The data obtained in this study were analyzed quantitatively and qualitatively, with the following steps: Before analyzing the data, the secondary data obtained through literature studies and primary data obtained through interviews were first organized. Furthermore, a systematic classification was carried out to facilitate qualitative data analysis using a legal sociology approach from secondary data sources. The results of the study indicate that: The factors that caused the destruction of goods by demonstrators during demonstrations in Kendari City include disappointment factors, provocation factors from certain parties, mass psychological factors, factors of low ability to control the masses by the police, and factors of lack of coordination with the police. Efforts made by the police to overcome the anarchic actions of demonstrators in Kendari City include: Pre-Emptive efforts, which include providing an appeal to demonstrators about good demonstration procedures and notifying relevant agencies that are the target of the demonstration, and Preventive efforts, namely anticipating and suppressing anarchic demonstrations, so that they can be eliminated and do not spread. while repressive efforts, namely. taking action against a crime that is a disturbance to public security and order.
