Abstract
This study aims to determine the factors that influence the occurrence of illegal logging in Kulisusu District and to prevent illegal logging in Kulisusu District. The study was conducted in Kendari City, precisely at the Southeast Sulawesi Regional Police Office. This study uses descriptive research because the data obtained in the field is presented descriptively using the empirical normative approach method. Based on the analysis of the data and facts that the author has obtained, the author concludes, among others: a. Factors that influence the occurrence of illegal logging in Kulisusu District, namely Efforts made in the context of preventing and eradicating illegal logging are carried out starting from prevention efforts, namely by issuing urgent prevention policies with short-term targets. These efforts include guarding and strengthening forest areas, empowering communities and increasing counseling. In addition to prevention efforts, eradication efforts are also carried out through law enforcement to eradicate illegal logging by creating prohibition norms concerning illegal logging activities, both those carried out by individuals, legal entities including corporations and officials who carry out or are involved in illegal logging. .b) Efforts made to prevent the occurrence of illegal logging in Kulisusu District, namely the limited number of forestry police is also a cause of the difficulty of illegal logging cases. This can be seen from the 2.6 million hectares of forest in Southeast Sulawesi only handled by 14 forestry police members to sever the relationship between investors, tycoons, and the community as workers as one of the difficulties in solving illegal logging cases. Law enforcers, especially the Directorate of Special Criminal Investigation of the Southeast Sulawesi Regional Police, have made efforts to prevent illegal logging, as follows: Use of Administrative Legal Instruments, Use of Civil Legal Instruments, Use of Criminal Legal Instruments,
