Abstract

The purpose of this research is to find out how the local government policy of Kendari city in controlling the circulation of alcoholic liquor which seems to be growing rapidly in recent years. crime rates often occur as a result of the increasing prevalence of alcoholic beverages in circulation. This study uses a juridical and empirical approach by examining the distribution of problems in the area where the research is located in order to know specifically the main basis of law enforcement in the form of views, habits and doctrines in accordance with the understanding that develops in the community. Empirical itself functions in the method of analysis by examining the behavior that occurs in society. It is necessary to abolish a stigma of local wisdom where there is a crowd and crowd, so it is certain that alcoholic liquor is part of the ceremony/party or other ceremonial event. By looking at the effectiveness of police raids along with other forms of law enforcement actions, it is not enough to eliminate the habit of consuming and circulating alcohol and stricter restrictions if the provisions of regional regulations as the basis for controlling and limiting are not firm enough to provide sanctions for violators but only on distribution permits.
