Abstract

Illegal racing is a phenomenon that disturbs the community and is a serious concern in the jurisdiction of the Kendari Police. This study aims to analyze law enforcement carried out by the police against illegal racing activities, identify obstacles in the law enforcement process, and provide strategic solutions to overcome this problem. The study uses a juridical-sociological approach with qualitative methods, involving direct interviews with police officers and field observations. The results of the study indicate that illegal racing in Kendari is driven by various factors, such as the influence of peer groups, minimal traffic safety education, and the absence of legal racing facilities. Law enforcement is carried out through routine operations, joint raids, and the installation of surveillance cameras (CCTV). However, obstacles such as limited personnel, low legal awareness of perpetrators, and social pressure make these efforts not yet fully effective. The proposed strategic solutions include the construction of an official racing circuit, community-based education, campaigns through social media, and collaboration with educational institutions. With these steps, it is hoped that the illegal racing phenomenon can be minimized, so that security and order are created in Kendari City. This study provides important recommendations for local governments, police, and the community to work together in creating sustainable solutions.
