Abstract

Research objectives (1). To find out the procedures from the perspective of positive law of the Harbor Master's Office and Kendari Port Authority in investigating criminal acts without a sailing permit in the Kendari Sea Area 2). To find out the obstacles faced by investigators of the Harbor Master's Office and Kendari Port Authority in carrying out efforts to investigate criminal acts without a sailing permit in the Kendari Sea Area. The research was carried out in This research was carried out at the Harbor Master of Kendari City. This was carried out by reviewing the scene of the crime of sailing without a permit. Research Results 1) The role of Civil Servant Investigators (PPNS) at the Harbormaster and Port Authority Office of Kendari in handling criminal acts of sailing without a sailing permit in Kendari waters is not optimal due to the lack of quality of Human Resources of law enforcement officers (PPNS) at the Harbormaster and Port Authority Office of Kendari. 2) The obstacles of Civil Servant Investigators (PPNS) at the Harbormaster and Port Authority Office of Kendari in cases of criminal acts of sailing without a sailing permit in Kendari waters are: a. Facilities and Amenities Factors b. Weak Coordination between law enforcers.
