Abstract

This study aims to: 1. To find out and understand the importance of public participation in the formation of regulations in the South Konawe DPRD 2. To find out and understand the implementation of the formation of laws and regulations in the South Konawe Region. This study is This study uses an empirical legal research method or is called field research, namely examining the applicable legal provisions and what happens in reality in society. The results of this study conclude that public participation in the formation of Regional Regulations (Perda) is very important for several fundamental reasons, both in terms of democracy, legal legitimacy, and the effectiveness of public policy implementation. Public participation in the formation of Perda is not only a right, but also the responsibility of citizens in the democratic process. Through this participation, it is hoped that regulations will be formed that are fairer, more effective, and in accordance with the needs of the community, so that they can improve social welfare and encourage better governance.
