Abstract

This study aims to: 1) To find out and understand the efforts made by the police to detect early security disturbances that occur in the community. 2) To find out and understand the factors that inhibit the police in detecting early security disturbances that occur in the community in the jurisdiction of the Kendari Police. This study is an empirical study, by examining the literacy of laws and regulations related to the material for writing the thesis. The data collection technique in the study was carried out by interviews and literature studies related to the title of the thesis being raised. Furthermore, the data was processed and analyzed using a qualitative descriptive method by explaining and describing the reality that occurred. The results of this study concluded that police efforts in detecting early security disturbances in the community can be carried out through various methods and strategies. Several inhibiting factors that may be faced by the police in detecting early security disturbances in the jurisdiction of the Kendari Police can include lack of coordination and lack of training and education, in addition to lack of understanding of the importance of security and the role of the community in supporting police efforts can hinder active community participation.
