Abstract

The objectives of the study were: 1). To determine the effectiveness of the implementation of Law No. 18 of 2013. 2). To determine the factors causing illegal logging and efforts to overcome it. This study was conducted in the jurisdiction of the Bombana Police, using the type of research, namely empirical normative. The data collection methods used were document studies, field surveys and interviews using qualitative descriptive analysis. Based on the results of the study, it can be seen: 1. The effectiveness of the implementation of Law Number 18 of 2013, namely Illegal Logging practices are problems that have multidimensional impacts related to social, economic, cultural and ecological (environmental) aspects. Illegal logging has caused multidimensional problems related to economic, social, cultural and environmental aspects. This is a logical consequence of the function of the forest which is essentially an ecosystem that contains three basic functions, namely production function (economy), environmental function (ecology) and social function, Illegal Logging causes various conflicts such as conflicts over forest rights, conflicts over authority to manage forests between the central government and the regions and local communities so that it is necessary to implement Law Number 18 of 2913. 2. Factors causing illegal logging and efforts to overcome it, namely the lack of understanding in providing a definition of wild (Illegal) in order to justify each case of Illegal Logging between the government and indigenous peoples and between the central government and regions, will give rise to responses or assessments by each party regarding Illegal Logging.
